The most important confirmed UAE visa change in 2026 is an expansion of eligibility for two entry-visa categories. Since 25 June 2026, nationals of seven countries—including India, Indonesia, the Philippines and South Africa—may qualify for a 14-day or 60-day UAE entry visa if they also hold a valid residence permit from an approved country.

Several other rules being advertised online as “new for 2026” were actually announced by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) on 29 September 2025. They remain relevant in 2026, but the date matters: applicants should not mistake recycled headlines for a new law.

1. More nationalities can use the 14-day and 60-day entry visas

The ICP’s 25 June 2026 decision is the clearest genuinely new change this year. The eligible nationalities are now:

  • India
  • Indonesia
  • Viet Nam
  • Thailand
  • the Philippines
  • Kenya
  • South Africa

Nationality alone is not enough. The applicant—and accompanying family members using the category—must hold a valid residence permit from the United States, an EU member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada.

The ICP states that overstaying these permissions attracts a fine of AED 50 per day. Do not rely on an airline desk, social-media post or travel agent to decide eligibility: confirm it through the official service before departure.

2. Four visit purposes added in late 2025 still matter in 2026

These categories are often presented as 2026 launches. The ICP announcement is dated 29 September 2025. That does not make them irrelevant; it simply means the useful story is how they work, not a false launch date.

  • AI specialist visit: for a single or multiple visits within the approved period, supported by a letter from a technology-focused sponsoring or hosting entity.
  • Entertainment visit: for a temporary stay connected to leisure purposes.
  • Events visit: for festivals, exhibitions, conferences, seminars and specified economic, cultural, sporting, religious, community or educational activities. A public- or private-sector host must provide a letter describing the event and its duration.
  • Cruise and leisure-boat tourism: a multiple-entry route tied to a submitted itinerary and an establishment licensed for this activity.

These are purpose-specific permissions, not four universal visas that anyone can select from an app. The required host, supporting letter and itinerary are part of the eligibility.

3. Sponsoring a friend or relative now has relationship-based income thresholds

For an entry visa to visit a friend or relative, the September 2025 decision sets a minimum monthly income for the UAE-based sponsor or host:

This is not the same as the widely searched “AED 3,000 rule.” The AED 3,000 figure relates to sponsoring residence for eligible family members when employer-provided accommodation is included; the alternative published threshold is AED 4,000 without that accommodation. A temporary friend-or-relative visit uses the separate table above.

4. The business-opportunity visa needs evidence, not just intent

The Business Opportunity Exploration Visa is designed for people assessing a genuine commercial opportunity. Under the updated condition, applicants must demonstrate financial capacity appropriate to the proposed activity, show that they already participate in the activity through an establishment outside the UAE, or show that they practise professionally in the field.

That distinction closes a gap left by many competitor guides: “exploring business” is the purpose of the stay, but it is not a substitute for proof that the applicant has the means or relevant commercial background.

5. Humanitarian residence and widow or divorcee provisions were revised

The ICP decision limits the relevant humanitarian residence to one year and gives the Authority a mechanism to continue, renew or cancel it for nationals of countries affected by war, disaster or unrest. This residence becomes void if the holder leaves the UAE.

Separate provisions cover a foreign widow or divorcee. The published rules differ according to whether the former husband was a UAE citizen or a foreign resident, whether children are involved and who holds custody. Applications are time-sensitive: the ICP decision refers to a six-month window from death or divorce in the specified cases, alongside financial-capacity and suitable-housing requirements. Anyone affected should use the official channel or obtain qualified legal advice rather than relying on a general article.

6. Blue Residency is real—but the eligibility bar is high

Blue Residency was launched in 2024, not 2026. What has become clearer is the ICP’s detailed eligibility framework. It is a ten-year renewable, self-sponsored residence for exceptional contributors in environmental protection, energy, sustainability and climate change.

The five target groups are distinguished environmental influencers, scientists and researchers, investors and entrepreneurs, inventors and innovators, and elite specialists in relevant public or private institutions. Each has evidence requirements. Depending on the route, those can include an official nomination, research metrics, an environmental investment of at least AED 2 million, an eligible patent or an employer nomination.

In other words, this is not a general-purpose “sustainability enthusiast” visa. The application has to prove exceptional, measurable contribution against the category selected.

7. The five-year tourist visa remains an important self-sponsored route

The official UAE portal confirms that the five-year multiple-entry tourist visa is available to all nationalities, subject to eligibility. It allows up to 90 days on each visit and can be extended for a further 90 days.

  • A bank balance of at least USD 4,000, or equivalent, during the previous six months
  • Health insurance valid in the UAE for 180 days
  • A continuing or return ticket from the UAE

The route is self-sponsored, which separates it from the ordinary tourist-visa process handled through eligible airlines, hotels or licensed travel agents. “Five-year visa” also does not mean one uninterrupted five-year stay; the per-visit limits still apply.

Where to apply or check a Dubai visa in 2026

The correct authority depends on the emirate that issued the visa file:

A practical five-minute check before you apply

  1. Write down the purpose of travel: tourism, family visit, event, employment, business exploration or residence.
  2. Confirm the issuing emirate, because that determines GDRFA or ICP.
  3. Open the exact official service card and read its current conditions, fees and document list.
  4. Check passport validity; official UAE guidance generally requires at least six months from entry.
  5. Keep the application number, transaction number and payment receipt so the file can be tracked.

Bottom line: the biggest visa story of 2026 is not that Dubai created an entirely new immigration system. It is that eligibility and purpose-specific routes have widened, while the proof requirements have become more explicit. The winning move is to identify the exact visa, authority and evidence before paying—not to trust a headline that simply changed “2025” to “2026.”
